Why do some people reach a near native level while others don't?

Having learnt a language to a high level, one thing I've realised is that "advanced" is in reality a broad spectrum. It could include someone who managed to squeak out a pass on a high level CEFR test which they maybe shouldn't have, or someone who uses words in combinations that no native speaker would ever consider. However, there are also advanced speakers who I think you could classify as near native.
